Because it probably will not pass.  Countries say a lot.  I would understand if they want countries to not have an deficit growth of + 3% but this sounds insane.

I hope countries will now stop spending beyond their means for the sake of growth. Otherwise you'll just end up with a very expensive credit card (EU or the IMF) to bail you out.
