This. We won't rest until we're #1 at everything!!
But seriously the reason is we don't execute enough. If we used the death penalty on murderers, rapists, shoplifters and jaywalkers we wouldn't have this problem.

From my perspective, while incompetent teachers is an issue, it's only a small one. Irresponsible school boards that spend most of their discretionary funding on constant remodeling of the football field while many classrooms have maps with the Soviet Union on them is a far bigger issue, as is the fact that many kids just don't give a damn about their own education. You can't teach those who refuse to learn

Seriously though... as people said, War on drugs, higher sentences and just general culture.
