In many cases it is. In the above case, it's definitely a vowel. It's, however, a consonant in the word "yes" for example.
Usually only a, e, i, o and u are considered vowels.

Usually. But I can forgive you, since you're not a native speaker (neither am I for that matter, but then again I'm like super-smart and stuff).

A, E, I, O, U and sometimes Y are vowels.
