The only way I can justify it is that it's actually quite a sensible prediction. Last year, even with Call of Duty/Assassin's Creed, it sold 3.5 million for the year. If it sells that again with a bit of a boost + 1.5m for PSP then it'll be bang on their prediction. Perhaps they're just being sensible; and that there is software coming, but it won't provide that big of a boost. Uff. The more I fall in love with this device, the more I hear bad news about it. E3 can't come soon enough...

Well, they can't afford to continue seriously over-estimating the sales for Vita. It'll destroy developer confidence in their future figures, particularly for any PS4 projections. Their best bet is to go with a worst case scenario. Then if a price drop and the odd significant release does boost sales, revise upwards. Makes far more positive news than the other way around.
Even 3DS having lowered projected sales earlier in it's like led to all the DOOMED crap for it.
At the moment, the key part for Vita is sustaining relatively healthy softwaresales. With PS3/PSV dual releases being known to sell better on Vita, they must be pushing some seriously impressive software to hardware ratios. Generally handheld consoles have awful attach rates.
