You can't play VC versions on the original consoles, but you can play the PSN versions on the PSP and NGP, therefore

Nearly every single VC version is an exact copy of the original, down to not even being rescaled.

That's not what matters though. You can easily have downloaded the PSP games to play on your PSP, and those same games will now play on the NGP. That's why it's backwards compatible.
VC is not backwards compatibility because those games were removed from their rightful storage mediums in order to be played on the new consoles, but downloadable PSP games are in their rightful storage medium as they are.

To put it in simpler terms:
In order to play Super Mario World on both SNES and Wii, you have to buy a copy for each console. In order to play Patapon on both PSP and PS Vita, you only have to buy one version via PSN.
