Money-hatting is the only way you'll be seeing those kind of games as exclusives.

Anyway the best exclusives are the ones which are unique and innovative. You don't get that with a high budget, you get it with freedom to experiment.

Well, usually a high budget is necessary to invest the time to polish it up and hire enough people to make that exclusive come alive.
