Well, that was supposed to be the original plan, it's just nobody believed it would happen. NATO, the EU and a few arab countries are supposed to be doing the airstrikes while we just provide some tech advantages and intel.
We were just supposed to be softening them up.

P.S.: If we do believe leaked information from ELINT unit deployed in Egypt, Sallum - unlike air force Libyan S-75, S-125 were occasionally active during the first airstrikes. Supposedly seeing the impossibility of target acquisition - since those SAMs aren't suitable for operation in situation of interference density like this (at least not Libyan ones) - and not willing to take hit by ARMs Libyans immediately turned radars off. The source questions credibility of coalition victory reports on destroying enemy air-defence, they are probably grossly exaggerated.
The interesting part if US is going to pull out Growlers from Libyan sky and do EU is able to replace them with smth appropriate. Without active electronic countermeasure, loyalists might have a chance fighting back. Do they have balls? That's another matter altogether =)
