People still had powers pre-blast. People with powers are called Conduits. Conduits are born that way, and develop powers over time, so Kessler got his powers through time and age. Even in the videos of Coleclimbing buildings 4 years before the blast, you see him climbing and jumping off buildings like no normal human can. The blast sphere just accerlates the rate and which the powers come and amplifies them. Kesslers powers are different from Cole (very similar though) because he was not affected by the sphere.

No kidding. How'd I miss all that after 2 play-through's? haha. I knew about the conduits obviously, and even considered them before I sent that message. But I just figured they received their powers from the sphere also.
The plot is even better/more thought out than I realized. So the inFAMOUS world IS one where superpowers exist, with or without the creation of the sphere. Cool. I think my main misunderstanding was in that I thought Kessler made the sphere to GIVE Cole powers altogether, not to enhance/accelerate the development of powers he would already possess.
Don't remember specific details about the cutscenes where Cole was scaling the buildings 4 yrs back, but I don't think I noticed a superhuman ability in him. That's a pretty cool piece of info, too.
