The way PSN accounts work is that the user who set up their account can install their content (PSN purchases) on up to 5 separate consoles, each of which must be "activated" in order to use said content.
Activation simply means accessing your PSN account on a given system by adding your account sign in data, at which point you will be able to access all your purchases through the PSN Store. The console will prompt for an activation before you can use any of it.
The issue with "deactivating" a console typically comes when someone's console dies/is lost/stolen, etc. and they want to use that activation (of their 5 allotted) on a different console, or simply want to insure that their content isn't accessible to whoever has their old console.
Typically, system deactivation is handled through the XMB of the console you wish to deactivate, at which point, none of the content for that PSN user account on that particular console will be usable unless reactivated.
If you don't have the console to be deactivated (because it won't turn on, someone else has it), then SCE service can do a remote deactivation.
