I think you've assumed worst case scenario for all 3 points:
1) Price - don't get caught up in this PR BS 'as powerful as'. The PSP2 isn't literally capable of the matching the PS3's processing power - it just is on a pixel by pixel basis if you account for the PSP2's smaller screen. The 3DS hasn't got bad graphics either, and has to cope with the manufacturing cost of the 3D screen itself (Which I've heard isn't cheap to do). Couple that with Sony being more capable of taking a hit on losing money per sale at launch and I see no reason for the PSP2 to not match the 3DS for price.
2) Battery life - the 3DS 3-5 hours is the worst case scenario if you have the 3D effect on, full brightness , volume up etc. In reality we won't be limited to 3 hour 3DS gaming sessions and the PSP2 will have a decent enough battery too, if you're really that worried I'm sure portable charging equipment will be released too similiar to the thing on the iPhone.
3) I can tell you right now PSP2 games won't cost $70 - more then a PS3 game lol. It's too soon to judge but I'd suggest Sony SHOULD have a competitive advantage on pricing over Nintendo, as they have PSN - and digital distribution of games can lead to cheaper priced games on the store. I'm sure the RRP of PSP2 games will go up but in an ideal world Sony will actually do a good job at getting all the games on PSN, and getting them priced better then PSP games are.
There are too many ifs and buts to really make this worth discussing at the moment, but I think there are alot of things Sony can do that could make this a really enticing piece of hardware. I think the real obstable at the moment for the PSP2 is getting compelling software, as third parties have generally shyed away from the PSP (Outside of games aimed at Japan) and the 3DS has that in spades.

i think it can; it all depends on the applications provided, games, and how they set PSP2 apart from 3DS and PSP.
