Because they need to try and find a way to gain some traction in the market. MS has struggled to get anywhere vs Android, Apple, etc. in the market to date.
Now, particularly in the US, they have a big Live community. It makes sense, in MS posiiton, to try and leverage that community. Hence the Xbox Live elements of the new Windows phones. MS is hoping they can use the loyalty of Live customers to get more customers than they otherwise would.
It's pretty textbook approach to take in their position. How many Live customers decide the mobile link to their accounts, etc. is worth getting a Windows 7 phone I don't know, but it makes sense to try an encourage them.
Personally, thinking about it more I think using a free game isn't the best approach. There's too much chance a Live customer might already have them all. I'd suggest a deal where you get a bunch of free MS points to spend would work better. And perhaps a code that gets you double experience on CoD or something if you get a Windows 7 phone and link it to your Live account. I think that kind of deal would be more attractive than a game.
