You can already get the skull.. It is called the haunted helmet and to unlock it you need to buy all the helmets (upgrades of the helmets).

I don't really feel very warm for this maps....Also some time ago that i played it (thx to Fallout New Vegas).

Well searched the Bungie.net forums to be sure I am right:

To obtain the Haunted helmet you have to buy every Base helmet in game, nothing more nothing less, and then it unlocks under the Pilot helmet for 1cr.

And that is 1 million credits I guess.
