Bloggers have popularized the use of titles to get hits and the same goes on forums.  Its really sad sometimes how many posts and comments are made just based on said titles and not the content of the OP or article(s) it cites.  But that's the internet . . .

its missleading but everything in the world is now a days. the hits are the most important thing on a thread. you come in cause the title speaks to you so i don't think banning missleading titles is the solution.
