First we should promote the indepence of Somaliland. I think if they were extricated from this mess, they could provide a regional model of stability. Then you could focus on Somalia proper.
Some sort of negotiated deal with Al-Shabab (one that would clearly and completely exclude al-Qaeda) would probably be best. That way we could sift out who in Al-Shabab can be dealt with, and who the real irreconciliable radicals are.
