I seem to recall there being a strange Canadian law about so many television shows on a station needing to be local, though i could be wrong.

Yes, there are Canadian content requirements for broadcasters. Netflix isn't exactly a broadcaster, so I don't think there are regulations constraining it yet, but regulatory bodies are keeping a sharp eye on emerging digital distribution channels. They're taking a look at Apple's iBooks right now.
It shouldn't be much of a problem for digital distributors to comply with any regulations. The distributors usually want to offer as much content as they can, regardless of where it comes from, and the regulators just want to assure that Canadian content is available and given a certain measure of prominence.
Netflix could probably appease the regulators by offering a certain measure of Canadian content (shouldn't cost them much to license, and I see they already have some) and presenting 'Canadian programs' as one of several categories on their front page.
