Ghostbusters is a Sony owned IP ,right? You asked why would a console manufacturer would release an Ip they owned on another console. I don't know why, but Sony has done it...

Ghostbusters movie is Sony Picture owned IP... game no.
An IP refers to something on a whole. The Ghostbuster's IP refers to the games, movies, music, and any book that there would be. Sony can license out the IP to different people to make items based on it. So the Ghostbuster game IP is the Ghostbuster's movie IP.
So because Atari made a licensed game ~20(?) years ago means they still own it?. That's just plain wrong. Nintendo used to have the James Bond IP... so why is Activision making James Bond games?

Columbia Pictures owned the name "Ghostbuster" and licencied it for Sony Picture (for one movie) and Atari (for one game).

Wait... Demon's Souls is not just published by Sony... is name rights owned by Sony like God of War.
Other case is Sony publishing Ghostbusters in Europe... but Ghostbusters is not your.
