Well, there are a lot of penalizations regarding materia, which are not only limited to the ultimate weapons per se. Materias affected the stats % as well. This was meant to discourage heavy materia usage for heavy hitting characters, such as Barret, and loading magic heavy characters such as Aeris with as many materia as you could.

As for the ultimate weapons per se, I agree that the system around them seem a bit convoluted. But not because of the materia no growth limitations, but how it's heavily dependent on certain factors. I hardly ever used them, except for Morphing (I hardly ever used Caith Sith, so I saw no advantage for his ultimate weapon). Equipping Cloud with Ragnarok and Atk Boosting support materias could have him hit over 8000 easily, without any limitation.

Also I like FF13 and I think that Vanille is an awesome character. Also, I think that FFVII is way better than FFXIII but severely lacks when compared to FFVI and FFXII. Guess what, people have different tastes

I'm not talking only about the ultimate weapons; I mean the system as a whole.  As you say, materia has various effects on status, which I have no problem with.  What I do have a problem with is that your character's equipment set defines how that materia can be utilized.  It's something I just find irritating and needlessly overwrought.

I'm not talking only about the ultimate weapons; I mean the system as a whole.  As you say, materia has various effects on status, which I have no problem with.  What I do have a problem with is that your character's equipment set defines how that materia can be utilized.  It's something I just find irritating and needlessly overwrought.

You mean how each individual piece has it's own number of materia slots and may or may not have slot coupling to benefit from effects such as All?  This I agree in being somewhat irritating, since it limits you somewhat in the amount of equipment choices that you can have.
For example, in Nt. Corel, I would always struggle whether to continue using the Hardedge (32 att power, four slots, two linked, two non linked) or buying the Force Stealer (36 att power, double materia growth, 3 non linked slots), because of the less amount of materia that equipping the Force Stealer would imply. This  is just one example in many though.
