That isn't how development for BioWare games works.

Assets are created independently of any console or any platform altogether (except arguably the PC, I guess). Different teams of programmers work to make them work on different systems, which only takes some tweaking because their engine is apparently easy to make work on different consoles.

If you have to call anything the lead platform, it's the PC.
