pretty sure there was a thread about this a while ago. some ppl said it worked well so you shouldn't worry. i personally could not be bothered so i can't give you my personal experience.

I wouldn't as wax adds layers of build up that would inevitably increase the heat of the PS3, kinda like insulation.
