uhh, where is your proof for this? do you have a link? The story I heard is that EA held off releasing the PC version because they wanted to release all three versions at the same time. However, when the team finished the PC version, the separate DLC team began work on DLC and by the time the game was about to come out, they had already finished a couple DLC packs, so EA decided to give them for free with every game as a way to keep the game from being sold used.
Now, for people that are complaining about DLC and how it should be included on the disc and should never have to pay for anything other than the disc. There are two schools of thought for DLC, one that is actually really good for us gamers, and one that can go away. The one that can go away is what is being described in the op, the cheat/skin DLC that doesn't actually add anything to the experience. There isn't a lot of this going on outside of EA, but I wouldn't be concerned about it taking over the future of DLC. I think it is a cheap way for EA to make a LITTLE extra money, but I don't think too many people actually buy into it.
The DLC that is good for us is best represented by Bethesda. After fallout came out, Bethesda continued to develop new content for the game, expanding what was already a complete package into something magnificent. As long as the game is a complete package to begin with, THERE IS NOTHING WRONG WITH DLC, in fact, it can be a great way to expand our favorite games. I wish they had DLC back in the day when shining force was still around, I would be all over that. As it is, most DLC is good for us, now stop complaining and just enjoy the awesomeness of your expanded games!
