Downclocking a relatively big chip like the RSX has everything to do with yields. They already had enough trouble making enough Cell processors with high enough yields to make it worthwhile so the same could very easily apply to the RSX as well. Unlike the PC graphics market, they don't have the luxury of cherry picking only a certain number of good chips and selling the salvage chips at a lower rate. On a console they either meet spec or they go in the bin. A downclock means more chips going into consoles and fewer into the bin.
