unless she was able to get ahold of a certain device that can mask your presence as a Time Lord , because the Doctor would know that it would be her..thus when he meet's river he would have known it's his daughter.
A) she would have been arrested..which could very well be the case, but even so why would the DR. not help his own daughter?
B)if that was the DR.'s Daughter he would have know it was her unless she had the Chameleon Arch. which there are only 2..
So yes it could very well be the DR. Daughter but i once again do not think that is who River is.
