Speech Recognition is available only in English, French, Spanish, German, Japanese, Simplified Chinese, and Traditional Chinese.

That covers pretty much most of the markets where it will be sold, unless you plan on selling the Xbox to India, Africa, Korea, who are not likely to buy it anyways.  It seems to be a fairly comprehensive list. I'm sure if the 360 gets popular in those market they'll add localization.

I hope you realize that there are tons of European languages not covered by that list. The biggest one probably being Italian.
