It has nothing to do with being over confident or cocky. It has to do with business. Microsoft is probably shying away as much loss leading as possible so that they dont get burned like they did last generation. It makes more financial sence to sell less but break even or even profit off the units than to sell more at huge losses that they may or may not recuperate from software sales.
