So are these arctic locations still on Helghan? I mean, that one screenshot looked like a Helghan military train.

The arctic levels take place near the poles of Helghan.

Hmm, well then with the image of the other ISA cruisers, I wonder how much of the ISA forces were taken out near the end of Killzone 2.
I mean, weren't the events of Killzone 2 more in the beginning stages of the ISA invasion and there were still waves of cruisers in orbit or in transit to Helghan? Though, I wonder what's going to happen to those with the sudden reveal that the Helghast had a huge force that the ISA didn't know about.
As someone who does the majority of shooting on a pc, Killzone 2's controls felt the most comfortable of all the console shooters I've played. I hope they don't change them.

From what I read in GamePro, the bulk of the ISA forces were destroyed with the rest scattered around ala Sev, etc. They said unlike last game in which you were part of a large invasion force who seemingly had the upper hand in every encounter, this time you're part of a much smaller group deep within enemy lines who are outnumbered and outgunned by the Helghast. Hence the comparison to Inglorious Basterds.
And I actually think the cruiser artwork they showed in the scans is from Killzone 2. Notice the cruisers in the scans match the initial design for the cruisers but not the later designs:
