My vote goes to VII, though neither of them really emotionally involved me much at all, to be honest.
My issue with VIII is that I feel it has the worst cast of characters in the entire series. While I was playing through the game, I was surprised that I had more of an emotional attatchment to Laguna and his posse than the entire regular cast! Couple that was a somewhat ridiculous and poorly contructed story means that the story/characters of the game literally did not pull me in at all. How can I get into a love story when Squall, the leading man, has no personality whatsoever?
I loved the junction system, though.
