What I am asking is I have Halo Wars and want to buy the DLC content code that this guy is selling but it is for the PAL territory. I have a US 360, Halo Wars, Account.

So if I buy ths codes will they work?

I would be suprised if the DLC was region specific but you are probably wise to wait for a more definitive answer.
