Not sure about the "second opinion" scores, but as far as main scores, Game Informer has given out plenty of 10's before, including:

Uncharted 2: Among Thieves, BioShock, Call of Duty 4: Modern Warfare, God of War, Grand Theft Auto: Vice City, Grand Theft Auto: San Andreas, Grand Theft Auto IV, Halo 2, Metal Gear Solid 4: Guns of the Patriots, The Legend of Zelda: The Wind Waker, The Legend of Zelda: Twilight Princess, Resident Evil 4, etc...

Based on everything we've heard about it, if GOW3 hadn't receive a perfect 10 from them I would have been VERY surprised.

Wow thats a fitting score for the end of an epic trilogy.
well-deserved for the game and the folks at Santa Monica Studios.
Now i can't wait for the onslaught of review on monday when the embargo lifts.
