Is the new DLC free again?

haha

It sounds funny, but it has all been free so far.

Yeah JaggedSac makes a great point. So far all of the ME2 DLC has been free for people that bought the game brand new. Only people that bought the game used have had to pay for The Cerebus Network.

It is my understanding that it works this way: if you bought the game new, you were asked to create a EA account, to redeem the included "DLC" (Zaed I believe).  THAT account you created is your Cerberus account in game.

The NEW DLC is free to anyone who has a Cerberus account.

SO basically, if you bought the game new, and not used, then yes, the new armor and shotgun are free.

DLC that takes us to into dark space???

Pillow talk DLC, maybe?
