For some reason, Steam here (Spain) has it at 45 bucks, when I'm 100% sure it will release at either 59,99 or 69,99 for consoles.

£39.99 on Steam here in the UK, though I imagine before or during release, there will be some sort of discount deal over on GMG.

Not too sure on CDkeys, though they show it as £26.99 for GBP. GMG is giving out an 18% discount for £32.79.

There have been plenty of times where games have been cheaper on PC before and after launch compared to the stores MS, Sony and Nintendo own. I don't see why that's fucked up, not when the devs don't have to pay anything extra.

I don't get why you see it as that. The price you pay on consoles is the price they've had going for years. This whole line of thinking that consoles and PC's have had the exact same pricing , even down to the penny, has got to leave the building.
On console with the physical side, you're looking at £44.99 (from GAME). the digital side on X1 is £52.99. The digital pricing is on MS's Xbox store, while the physical is on GAME's.
Steam has the only digital version which goes for the mostly default £39.99 (which usually gets shaved off with different vendors like GMG/CDKeys etc).
Also the digital deluxe on X1's store is £69.99, while on Steam it costs £64.98. Even then the prices are still different.

Uh, PC games are typically way cheaper. That's the beauty of having multiple marketplaces competing. Even if a game is Steam exclusive, you can have 4, 5, + sites selling Steam keys. Where as on consoles if you want that digital game you typically pay whatever price the pub wants. You not buying day one won't change that, lol.
