It depends what you mean by general purpose. They are certainly not Harvard architecture machines as some tend to think. From an application developer's perspective they can be used with reasonable efficiency for pretty much any task. This is what they mean by general purpose. The fact that they must be bootstrapped by the PPU (assuming this is what you are talking about) doesn't really affect them.
