The funny thing is -- Sony enforces quality of service on the PS4 -- it can never seem to take more than 35% of your available bandwidth (at least in MN - United States).
Since you are using WiFi -- it sounds to me like your are getting packet collision/loss. This isn't Sony's fault -- its that you have two devices simply cancelling out each other's packets.
The first thing I would recommend doing is changing which band you have your router running on. If that doesn't help at all, then I would recommend looking into DHCP/ IP address issues.
