It's a bit of a toss up. It isn't as if you won't enjoy it, but you would enjoy it all substantially more if you played Borderlands 2 and the Pre-Sequel, as Tales from the Borderlands takes place after the second game (which is significantly more story focused than the first), and features characters and concepts from the Pre-Sequel. A lot of the jokes are much better if you already understand the crazy world that is Pandora, and character interactions are more fulfilling when you understand who the characters are and where they came from.
Yes, the story itself is original, and the main characters have no ties to former games. On that basis alone, technically you could enjoy the game quite a bit based on a very, very limited knowledge on the basic concept of the series. For me though, every bit of the experience was fantastic because of the mountain of references to things primarily from Borderlands 2, the Borderlands 2 DLC, and the Pre-Sequel. As a Borderlands fan, this is everything I could have hoped for out of a Telltale adaptation, and I'm very satisified.
From my perspective though, I just think too much would be missed jumping into Tales from the Borderlands without having actually played at least Borderlands 2 and the Pre-Sequel. Not to mention that you'll spoil the living hell out of those two games as you dive deeper into the episodes.
