R* wasn't really banning people from SP mods. What was going on was people would forget the mod was installed. Since it is a trainer. And if it was detected online. You'd be banned. Nowadays. Script hook 5 built in a safety check. If you activate online, by mistake. The game will now just close. Till you remove the files. I've used Script Hook and just cheated to get the golf club propertly bought in SP. Saved and removed the mod files, and went online. I was never banned. If R* wanted to intentionally ban people. Than the ban process would happen during the first login point, at startup. It only happens when you switch to online, with a mod active.
They are a predominantly console-based publisher who is out of touch with the PC market. Mods are what makes the world go round in PC gaming. Some of my favorite experiences on a PC have been excellent mods.
