Technically Assassin's Creed games have no limit to the number. The characters in Dead Nation have to be up there as well. It's got to be like 15-20K unavoidable in one playthrough on a harder difficulty.
Mario is up there, so is Shepherd
I seem to remember a mission in Crisis Core where you have to fight 1000 soldiers. That would seem to put Zack forth as a legitimate contender.
Should include Killzone for nuking the helghasts.
