It's 26fps on AVERAGE. It means it will go for 40s during closed corridors and craw to 15-20s during vegetation intensive areas (and there are a lot of them), so it's unplayable.
GPUs that can run Crysis 3 at high@30fps will have problems with Ryse and Evil Within in low/medium @ 720p. You can't run these games in 4K on high, let alone ultra.

They tend to benchmark in some of the most intense areas so while it isn't likely the worst case scenario, it sure as hell isn't the average one.
I think you are missing my point: Even a 7970 (Overclocked especially) can run 4K ok in MOST games. That means Ultra in some, and Medium-High in most. Considering this is a card in it's 4th year of issue, I would say that is pretty god damn good. This means the newer 980, and 290X (Especially the 8GB versions) have ZERO trouble running ALL games well in 4K considering they are 50% stronger than the 7970.
Wait a few months and the 380X, 390X, and 985 will be out and able to max out most games in 4K.
