Why?
To have access to the game indefinitely and to give the developer and additional sale; each uptick demonstrates a continued interest in their title.
I don't know if deals are based on percentages or not, but those sales do let publishers know there is demand for their developer's games, even if they aren't receiving much out of the deal.
