If the retailer they bought the keys from are trusted retailer that have handle numerous transaction in the pass before, couldn't you just get a refund from them? Then buy the legit copy which would likely be the same price at these same retailers and get a free DLC?

No one really at fault here but the ones responsible are the retailers who will have to rectify this with the help of Valve.
