They're fairly low budget and handheld games in that era were graded on a curve. Lots of great PSP and DS games got much lower scores for simply being on that platform. I'd say that they are enjoyable, but I would only recommend them to fans of the series to play later on. They can provide some history and context, but they're objectively the worst that you can play in English.

I'm not so sure about the curve grading thing. I mean, GTA Chinatown Wars got about the same scores as Liberty City Stories. One was a 2D top down game, and the other was fully 3D. If the curved grading was a thing, I would imagine that the low budget Chinatown Wars would have gotten much lower scores on PSP. 

But anyway I'm about to finish reading a handful of reviews for them all. I'll post my thoughts. Sometimes older games get unfair reviews. You should see the reviews of GBA ports of SNES games like DKC, Contra 3. or Tales of Phantasia.
