They are completely dissimilar.  A Galaxy Tab will have the same game data and progress with you at all times.  This is what makes it truly portable.  A WiiU Gamepad is a controller with a screen and nothing more.  If I take my gamepad to a friend's house, I am not taking the digital games or save progress with me.  It is no different than taking a dual shock 4 to another PS4.

You can transfer data between consoles. Not overtly difficult.

Either way... The WiiU allows for (Albeit limited) portable off-screen gaming independent of the base console. - Meaning it is a hybrid design that deviates from traditional consoles that rely on an external display.

The WiiU gamepad is not a portable device, it is a controller with the added feature of off screen play.  This does not make the WiiU a portable hybrid device, no matter how much you want to believe it to be so.

You can pick the WiiU gamepad up and move around with it. Making it portable.

"portable definition: 1. light and small enough to be easily carried or moved: 2. possible to take with you if you move to a different place or job: 3. small and light ..."

It does no processing, stores no data, and is unplayable away from the home console.  It really is not that hard to tell the two apart.

False.
The WiiU Gamepad features a small chip which allows for the processing of streams. - h.264 decoding isn't done by magic you know. - Obviously there will also be associated caches for buffering that as well.

Good thing I am not the only one who believes it.
These guys believe the WiiU to be a hybrid: https://digitalbounds.com/2016/10/20/the-nintendo-switch-is-a-better-wii-u-hybrid-everything-we-know/
These guys agree as well: https://techcrunch.com/2017/10/30/nintendo-says-switch-will-beat-wii-u/

The main difference between the Hybrid natures of the Switch and WiiU is actually pretty simple.
The WiiU is a fixed console first, not a portable... Where-as the Switch is a Portable first, not a fixed console.

The WiiU is able to be used like a traditional fixed console Aka. Xbox/Playstation or as a handheld. Like the Switch. - Meaning it is 100% a hybrid device.

Otherwise, you might as well also state that the Switch isn't a Hybrid either... And that just would fly in the face of Nintendo's advertising material now would it?

Well I am done with this.  You are doing nothing but twist words and definitions while ignoring the entire point.  Have a nice day and a Merry Xmas!
