The Samsung Galaxy Tab can be tied to ANY wifi device at ANY location, and therefore is fully portable.  Your WiiU gamepad is tied to your WiiU home console and nothing else...because ya know...it is a dedicated home console.

I guess you don't understand what the concept of a device being a "Hybrid" is. It is something that bridges two different things... In this instance, fixed and portable. - The WiiU is exactly that kind of device where the Gamepad is a portable off-screen gaming device. - With some limitations.

Now the WiiU Gamepad can be tied to ANY WiiU base station. - Just like the Galaxy Tab can be tied to any Wifi base station. - They aren't dissimilar as you might think. - Wifi tends to have similar range limitations as well.

They are completely dissimilar.  A Galaxy Tab will have the same game data and progress with you at all times.  This is what makes it truly portable.  A WiiU Gamepad is a controller with a screen and nothing more.  If I take my gamepad to a friend's house, I am not taking the digital games or save progress with me.  It is no different than taking a dual shock 4 to another PS4.

The WiiU gamepad is not a portable device, it is a controller with the added feature of off screen play.  This does not make the WiiU a portable hybrid device, no matter how much you want to believe it to be so.  It does no processing, stores no data, and is unplayable away from the home console.  It really is not that hard to tell the two apart.
