That's what these numbers are, they're for "Full Games", or as it says in the op "ps4 full game software", so only games with a retail release. PSN classifies games as either "Full Games" or "PSN Games".
God of War is a "Full Game" because it has a physical release. The Witness is a PSN Games because it does not.
At least this is my take on the matter, but perhaps this is wrong.
