Frame rate should be prioritized over resolution every time. 

A 4k HDR screen looks far superior to any full HD SDR screen. Some games need to be 60fps others can do just fine with a stable 30fps. Besides there is only so much more memory and a better GPU can do for framerates. But since MS and Sony choose a CPU which was an utter waste of material. The framerates  of demanding AAA games will be kept to 30fps when optimised and sub 30fps when not optimised. Perhaps the PS5 will be a 60fps console. But most people are sold on a better picture and not on a higher framerate. Luckily most fast games are 60fps even though they don't look all that great. Nioh and Nier play rather well in 60fps.

Stable 30 fps isn't so bad. But developers often fall short of that. Check for instance the recent mid-gen upgrade patches for The Witcher 3. There are still issues with frame rate where it's below 30.
