The reality is that it is always a tradeoff for game devs, regardless of how power the PC/console is.
Some games don't need 60fps, even though they could hit that target. A game like Last of Us chooses 30fps because it is more story driven than a twitch shooter. So they prioritise eye candy over fps. For a fighting, driving or CoD style game 60fps makes more sense as nano-seconds count.
