When I read this it makes me think there a miss udnerstanding of how the tax brakets works.  You only pay in the higher braket for the amount of money made over the start point of that braket.

To make this simple here an example with made up tax brakets

Braket 1 = 0-10,000 10%

Braket 2 = over 10,000 20%

in this example someone make 10,000 pays 10%

some make 11,000 pays (10% on 10K ($1000) and 20% on 1000 ($200)) so 1200/11,000 = a tax rate of 12%

so a 2% increase 

if you was just slightly over like 10,005 it would be well less then 1% increase.  People on the top of a bracket going to always pay a higher tax rate then someone at the bottom of the same bracket because way more of there income falls with in the higher bracket.
