Save=piracy is bullshit.
Teh cloud doesn't grant a smoothly working solution by itself, rather it adds another software engineering challenge on top of the existing ones, if the need for a proprietary solution prevents from using standard and much longer tested ones.

That's not save file fault, but due to bad SW engineering, just like MS horrible SW engineering choice of deeply intermingling Internet Explorer with Windows to try and give it a performance advantage on competing browsers made it more suitable than any other browser to attack the OS itself.
BTW, save management on a cloud run by Ninty wouldn't add any piracy risk to the ones possibly present with local savefiles, actually savefiles managed by Ninty would pose a lower risk, as Ninty could check them and enforce authentication too.
So yes, Reggie talked bullshit, BTW logically what he said is roughly equivalent to saying that as games can be pirated, the console won't support games.
