OMG, I can't believe you are really trying to prove that clothes exist just because of the weather. Nothing that people use at the beach for the last ten decades protect it from the sun. Nothing. Neither men or women.

As for sanitary reasons, there are other forms of solving that. When you use a public bathroom, or even in your own house if you don't live alone, you have contact with thing that other people genitals touch too. So, would not be a big problem sitting in a chair naked if it was made from other material.

Why take pictures with clothes? Why cover genitals in sex scenes in movies? That's not for the weather and you know it.

That may not be why people wear clothes nowadays, but that's the reason why they exist.
