This is actually a good question for which I can't find a straightforward answer.  However, I know a few composers who work in the smaller end of video game music and can say that it varies in their experience from game to game, but a lot don't start music production until substantial work has been done.  The reason being video game music is very tied to the atmosphere and tone of the levels and world, which can change quite drastically between concept and final product.  So they want to wait so composers can work with the final aesthstics in mind.  It also varies by composer.   Each has their own work flow.  Some start with the main theme and work out, otjers write almost all the other music then makes the main theme based on all of that.  And some are comfortable working with a mix of in game visuals and concept art while others only work with in game visuals if at all possible.
