I guess that is an important distinction to make: fascism was created by political leaders, while communism was more of a prediction of the future. I don't think Marx anticipated the creation of the welfare state, though.

The creation of the welfare state was necessary for capitalism to survive. The conditions under capitalism caused people to swarev to socialism, resistance and supression of those ideas created the nationalist alternative, fascism. To stop the far right from growing again, the welfare state was necessary. Capitalism couldn't really work after WWII anymore without a bit of socialism mixed in.

Politicians seem to forget the importance of the welfare state these days, que the rise of the new far right.
