Hmmm kind of weird how they haven't done this. Closest thing that comes to mind is Lapras. 

WHATTTTTTTTTTTTT? Lapras is a sea dinosaur (or anyway, a sea giant reptile), plesiosaurs if you know!

 

Gorebyss is the closest to a dolphin ( in spite of being a sea serpent)
